Job Title: Project Control Lead

Location: Warri, Delta
Job Type: Full Time

Job Summary

  • The Project Controls Lead will be responsible for establishing, implementing, and managing all project controls functions for the Gas Pipeline Project on behalf of the Project Management Consultancy (PMC).
  • The successful candidate will work closely with the Client, EPC Contractors, Engineering Consultants, Procurement Teams, Construction Management Teams, and other stakeholders to provide accurate project performance analysis and timely decision support throughout the project lifecycle.
  • The role will provide leadership in planning and scheduling, cost control, progress measurement, risk management, reporting, change management, and forecasting to ensure the successful delivery of the project within approved scope, schedule, budget, quality, and HSE requirements.

Main Responsibilities
Planning and Scheduling:

  • Review and validate EPC Contractor schedules to ensure compliance with contractual requirements and project objectives
  • Develop, implement, and maintain the integrated master project schedule from engineering through procurement, construction, commissioning, and handover
  • Develop recovery schedules where required
  • Monitor critical path activities and identify schedule risks and mitigation measures
  • Perform schedule analysis using Primavera P6 and other planning tools

Cost Control:

  • Monitor commitments, accruals, contingencies, and cost trends.
  • Monitor project expenditures against approved budgets.
  • Review contractor payment applications and assess progress against achieved milestones.
  • Develop and implement project cost control procedures.
  • Prepare cost forecasts, cash flow projections, and estimate-at-completion (EAC) reports.

Progress Measurement:

  • Produce weekly and monthly performance reports highlighting schedule and cost performance.
  • Monitor engineering, procurement, construction, and commissioning progress.
  • Develop project progress measurement systems and reporting methodologies.
  • Validate contractor progress claims.

Project Reporting:

  • Prepare executive dashboards and project performance reports for the Client and PMC management.
  • Maintain project performance databases and reporting systems.
  • Present project status, KPIs, trends, variances, and recovery recommendations.

Risk Management:

  • Conduct schedule and cost risk assessments.
  • Maintain the project risk register.
  • Monitor risk mitigation actions and report emerging risks.
  • Facilitate project risk identification workshops.

Change Management:

  • Maintain the change register and ensure proper approvals.
  • Evaluate schedule and cost impacts arising from variations and change requests.
  • Establish and administer project change control procedures.

Contract Support:

  • Provide schedule and cost analysis for commercial evaluations.
  • Provide project controls input during contract administration.
  • Support evaluation of contractor claims, extension of time (EOT) requests, and variation orders.

Stakeholder Coordination:

  • Participate in progress meetings with contractors and stakeholders.
  • Coordinate project controls activities across engineering, procurement, construction, commissioning, and client teams.
  • Provide recommendations to improve project performance.

Systems and Governance:

  • Promote continuous improvement in project controls processes.
  • Ensure compliance with company project governance requirements and industry best practices.
  • Develop project controls procedures, workflows, and reporting templates.

Educational Qualifications & Skills

  • Minimum of 10 years working on major pipeline, gas processing, upstream, midstream, or EPC projects.
  • Excellent reporting and dashboard development skills.
  • Experience with project scheduling methodologies.
  • Master's degree is an added advantage.
  • Minimum of 15 years of relevant experience in Project Controls within the oil and gas industry.
  • Advanced Microsoft Excel and Power BI skills.
  • Previous experience working within a Project Management Consultancy (PMC) environment is highly preferred.
  • Demonstrated experience supporting the delivery of large-scale gas pipeline projects from FEED through commissioning.
  • Advanced proficiency in Primavera P6.
  • Professional certification such as PMP, AACE (CCP), PMI-SP, or equivalent is highly desirable.
  • Strong knowledge of project change management.
  • Familiarity with pipeline construction methodologies.
  • Strong understanding of EPC project execution.
  • Excellent analytical and problem-solving skills.
  • Strong knowledge of Microsoft Project.
  • Strong cost control and forecasting capability.
  • Experience in Nigeria or West Africa is desirable.
  • Excellent understanding of Earned Value Management (EVM).
  • Knowledge of project risk management techniques.
  • Experience working with multinational operators or international EPC contractors is an advantage.
  • Experience using SAP, Oracle, EcoSys, or other project control systems is an advantage.
  • Bachelor's Degree in Engineering, Quantity Surveying, Construction Management, Project Management, or a related discipline.

  • 10+ years of work experience with Microsoft Excel.
  • 10+ years of work experience with SAP Products
